Delta-T Solution: Replace Competitor in Wrap Around Services Program
Client Background: CcTC Children’s Crisis Treatment Center is a non-profit provider of services dedicated to addressing the needs of socially and emotionally disordered children, ages 2 to 14, whose mental health problems arise from a variety of factors, including physical and sexual abuse, severe trauma, family stress and neurological developmental impairments. The children are offered a healing early childhood experience through a therapeutic developmental approach. Children from the Philadelphia community are provided with evaluation, treatment, habilitation and community integration, while their families receive case management, parent education and behavioral intervention.
Client Situation: CcTC was being faced with a tremendous need from the Philadelphia Department of Health & Human Service to provide Wrap Around, case management and outpatient services to school-aged children. Their challenge was in attracting and retaining enough bachelor’s and master’s-level clinical professionals to provide timely support to children and families being referred to them. The majority of these Wrap Around services are being provided through school-based programs. It also proved very difficult to manage the demand for workers, and keep a ready supply, around the typical school schedule. Keeping the full-time CcTC staff busy during down times was very costly (holiday breaks, summer, vacation days, teacher in-service days, etc.) CcTC looked to outsource the staffing of this program by utilizing contract referral services to assist them with the quickly increasing demand and to allow CcTC to keep full-time staff at a constant level. They initially established a relationship with a Philadelphia-area competitor of Delta-T Group. This relationship worked on a small scale but they were soon unable to meet all of CcTC’s needs.
Delta-T Solution Delta-T Group met with the Director of Mental Health Services of CcTC and presented a Total Service Delivery Program for their Wrap Around Service program. We asked for the opportunity to show them how we would succeed where the other agency was failing them. The Director of Mental Health introduced Delta-T to the program supervisors for its Wrap Around Services. We worked closely with the program supervisors to tailor our service delivery model to help them meet all of the clinical staffing needs for this program. In our meetings, we reviewed the specific needs of the population they were serving, the credentialing and background screening requirements of the professionals, the ongoing reporting and training requirements of the professionals and the anticipated volume. Delta-T Group met the challenge. We’ve successfully partnered with CcTC to help them meet the needs of their Wrap Around program by referring high-quality professionals. They started by giving us the staffing requirements that could not be serviced by the other staffing agency. Because of the "good fit", the trust we earned and our consistently high-quality service, we moved into the primary outsource position over the other agency. They now contract most of their needs through us, and we meet with them regularly to work on continuous improvement initiatives. Our commitment to helping them service their clients was stressed up front and we delivered on that promise throughout the relationship.
